The country in Isaiah 18:1-8 is mistranslated in most translations as as "Ethiopia" [KJ, NKJ], and "Cush" [NASB, NET], but in the translation "God's Word" [GW] it is correctly translated as 'Sudan'.
However, apart from Isaiah 18:1-7, there are additional references to Sudan's punishment:-
"A sword will come upon Egypt, and anguish will be in Ethiopia [should be SUDAN] ; when the slain fall in Egypt, they take away her wealth, And her foundations are torn down. Ethiopia [should be SUDAN] , Put, Lud, all Arabia, Libya and the people of the land that is in league will fall with them by the sword." (Ezekiel 30: 4-5)

Devil does not punish sinners because he wants everyone to sin. Angels do not punish in the Bible except under God's command because it is God who can punish. It is God's authority and God's alone. Because Jesus died on the cross to forgive our sins and through God's grace, forgiveness and not punishment is what He desires.
Because the Bible was written by men, so it isn't God's words it is a way that the church (es) can make us slaves if we don't do what the Bible says.
