Actually this is found in Isaiah 49:17 not in Psalms.
"See, I have engraved you on the palms of my hands; your walls are ever before me." New International Version (©1984)
The "I" here is the Lord Almighty speaking of having of having Israel's name, His chosen people, engraved on the palms of His hands.
Woe unto anyone that tries to harm Israel, God chosen people, and try to erase Israel's name from the palms of the hands of God.
