Shold be mounted to the passenger side firewall.
In the fuel line. Trace it from the engine to the tank. LOCATED IN THE ENGINE COMPARTMENT ON THE LOWER LEFT SIDE.
I have a 1999 Ford Escort so I know this because I have replaced mine.The fuel filter is located on the center of the firewall in the engine compartment about half way down.The firewall is the part that seperates the engine compartment from the interior of the car.

Mine is located on the firewall about 6 inches below the top off the engine compartment , about centre of the engine compartment. In other words right behind the engine on the firewall, and its real ugly to get at from the top or from underneath.
