Weather, in the sense that we experience on Earth, such as wind and rain ect., does not exist anywhere that there is no atmosphere. An atmosphere can be any type of gas that is held to a celestial body by it's own gravity. So basically to put things very very simply, out in empty space, past the Earth's atmosphere, has no weather.
