The starter relay on a 1987 Toyota Van is on the passenger side of the engine compartment. It is part of a bank of relay switches screwed into the passenger side fender wall.
The solenoid is attached to the starter. The starter or pilot relay is located on the fender behind the battery. On some models (notably the 4.0L engines) there is also a solenoid located on the starter motor itself, under the vehicle. In this case, the relay on the fender serves only as a pilot.

I have an 87 dodge mini ram van aotomatic. Front wheel drive. If you were to crawl under the front of the van (center of the radiator. it's located hanging on the side of the tranny.

It sounds like the starter relay is the clicking sound. Check to see if power is leaving the relay when the switch is turned to starting mode.
The starter relay operates the starter soleniod. The relay is located on the firewall at about the 8 O'Clock position looking at the brake booster. It has 4 wires in one connector going to it.
