The one you are referring to is Missing Muffins! (25qp) [Intermediate]. This one starts in Hotton and the cat is around the orange grove.

Walk around the forest it can be anywhere in the forest on the edges and in the both half parts
the cheshire cat is on cloud isle...that means you have to have 75% quest points
You can find various cat companions at different pet shops throughout the world. Good places to check are Earton, Whiskerton, and Treeton.
