Johnson was from eastern Tennessee. Even though Tennessee seceded, there were large numbers of Union loyalists in the eastern part of the state. Since Tennessee was occupied by the North fairly early in the war, representatives from East Tennessee sent delegates to the Federal Congress and Senate. Lincoln chose Johnson as his second running mate to show that he would reconcile with the rebel states.
