Celebi is not a wild Pokemon. Celebi is an event Pokemon. Thus, you cannot find Celebi without accessing an event in Pokemon SoulSilver.
Trade a GS Ball from another game and go to the Forest Protector's Shrine then press 'A'. Pretty much impossible lol
