it was nailed above Jesus' head on the cross, the roman soldiers put it there to mock him, it means something along the lines of Jesus king of the world

It actually stands for 'Iesus Nazarenus Rex Iudaeorum' which is Latin for 'Jesus of Nazareth, the King of the Jews', although in the gospel accounts we hear that that phrase was also written in Hebrew and Greek on the plaque, as well as Latin.
