Mew can be found at Mt. Moon. IF you have clefairy as the first Pokemon in your party. And you need to do it at night when the clefairies come out and play (at the pound that's @ the end of Mt. Moon. I'm trying to catch a clefairy right now, so I'm not sure if it'll work, but there is a video that proves that it works. It works in Soul Silver& Heart Gold.
