No. For Sapphire, it is in the Basement of the Cave of Origin. For Emerald, it is in Marine Cave (irregular locations but you need dive). For Ruby, it is not found and trading is required.

To get to Mt. Pyre, your Pokemon has to know Surf. Go to Route 122 and swim south. You should see a cave. Go into the cave, and you will be at Mt. Pyre.

Mt. Pyre is southwest from Lilycove City. Just go west from Lilycove until you get to the Safari Zone, then go south and surf to the other side of the mountain, where there's an entrance.
