Palkia is on top of mount cournet, but first you need to get to veilstone and defeat the leader of team galactic and he will give you a master ball, then take a Pokemon that has rock climb,surf and rock smash and go to the top of mount cournet, then when you get there 2 team galactic leaders will be there, you defeat them then the team galactic leader will bring Palkia down using Messprit,Uxie and Azelf, then you defeat the leader and he disbands team galactic, then Rowan tells you to go and catch Palkia, you then use your master ball.
