Pokemon X and Y is based off of France. This was stated during a Pokemon X and Y conference during E3 by accident. And then later officially stated in a message from one of the games' lead developers.
Additionally, Pokemon Amie is a new feature coming to Pokemon X and Y and is a play on the French words "mon amie", meaning my friend.
