You need to get Professor Oak's letter via WiFi Mystery Gift to get it. If I remember clearly, you have to go to the Pokemon League cave. Go to Route 224 and you'll see and speak to Prof. Oak. After, you inscribe what you're most "thankful" for. Seabreak Path will appear. Continue down this path to Flower Paradise where you'll see Lv. 30 Land-forme Shaymin.
