suicune appears in the final maze (you unlock it after you defeat dialga, complete mystifying forest and go to the training ground). The floors design will change (jirachi and moltres also live here) and suicune will appeare. jirachi will appeare on the grassy floor suicune on the ice caveand moltres in the lave cave. BEWARE: i have said that the final maze appeares after mystifying forest but you wont be able to actually see suicune jirachi and moltres until you stop dakrai, and that's a bit of a distance into the game

You find it after you beat the main story of the game in the Final Maze in Marowak Dojo. Suicune appears on the 29th floor of the dungeon, but may be difficult to recruit as you cannot bring any items into the dungeon and if you fail, you have to start from the beginning to give it another shot, yeah, it's a jerk just like Jirachi,who appears on the 23rd floor.
