After you beat Falkner (1st Gym) Prof.Elm will call you. Go to the Pokemon Center in that same town. And you will find one of the helpers of the Proffessor. Just talk to him and make sure you have 1 free spot in your theme. You will get an egg. Just walk with it and it will hatch into a lvl 5 Togepi.
