If I remember correctly, it is located in the back hatch on the drivers side, behind a cover in the trim (Jack) and the spare tire should be under the back end behind the bumper.

In the back, on the driver's side. There's a panel built into the trim. You pull up the tab, and that panel lifts off. Your jack is under that. It's located where the wheel well on the driver's side rear would be if it were a pickup truck.
Put it on jack stand. If the four wheel does not engage pull the cord on it and see if you can engage it manualy. If that works the actuater is bad and not pulling the cord.
allright you are going to have to jack the car up on jackstands, and you will see the starter going on the side of the engine block.
In my 1998 Blazer, the tire iron is on the drivers side rear, inside a compartment with the jack and tire chocks, right below the window. three simple tabs to get in, pull out all three, lift cover off.
