Since you posted the question in the RuneScape category, I'll assume you are referring to this game. The best place to mine silver or gold is the Crafting Guild - but you will first need to get Crafting level 40 (and wear a brown apron). There are 7 gold rocks and 6 silver rocks in the Crafting Guild.
The best place to mine silver ore is Al kharid mine as this requires no quests.
Because Nevada has those ores. 0_o

The easiest place to mine silver is in the Varrock dungeon, south-west of the Grand Exchange. It requires a Brass Key to enter.
Silver bullets are apparently good for killing werewolves. She polished the silver candlestick. The silver mine collapsed.
Since this is categorized under RuneScape, I will assume your question relates to RuneScape. You can mine silver ore southwest of Varrock. A better place is west of Falador, in the Crafting Guild. The main problem with that place is that you first need to have Crafting level 40.
It refers to wasted potential. If you are a natural born genius but don't get an education to showcase your smarts then they are wasted in the same way as silver in the mine is no good until you take it out of the mine.
The best place for silver or is Crafting Guild, it has the most silver ore in runescape, though far from a furnace, there is also a place near varrock champions guild as well, and then there's Al-Kharid mine, you can also ( provided you have the thieving level ) steal them from a silver stall in Ardougne.
Hobgoblin Mine is the best place for non-members - 8 rock and Abandoned Mine sis the best place for members - 13 rocks
