Yes but they do not care that much. Two IP address's logging in from different accounts is multi logging, so they can spot it very easily. Though they will not ban you.
One of the best spot to put a cannon in runescape is at the dagannoth dungeon at the lighthouse. The easiest way to access the lighthouse is by suing a games necklace to teleport to barbarian assault, then jumping on the basalt rocks until you reach the lighthouse. It is one of the best spots on runecape because there are lots of dagannoths in the arena, and the cannon will hit mutile dagannoths making you get high ammounts of experience. Note: using a cannon can be very expensive due to the pricee it costs (over 700k) and the cannonballs cost a lot too, that's why it is recommended to use a different ranged attack method to level up ranged if you don't have a lot of money.
Personally, I prefer the spot behind the church in Lumbridge.
The answer is in camelot south of the hunting spot

The best spot on Runescape Train Attack is in between lumby and vorok, go to beefy bill, or in al kirid fight guards with friends.
In the fishing spot near the Barbarian Village.
