In PoKéMoN Silver (as well as the other versions) you can find the majority of Water PoKéMoN by either:
Surfing
Teach HM03 Surf to one of the PoKéMoN in your party or make sure that you are carrying one that already knows it. When you get to the edge of any body of water, go into the PoKéMoN menu, select that PoKéMoN and choose "Surf". Travel about the water on your PoKéMoN's back until a battle screen comes up.
Fishing
There are 3 types of fishing rods you can acquire in the PoKéMoN games: Old Rod, Good Rod and Super Rod. When you get any one of them, go to the edge of any body of water, go into your Backpack menu, and select Old, Good or Super Rod > "Use".
Old Rod: In the PoKéMart Center on Route 32 in Johto, talk to the man inside and he will give you an Old Rod to fish with. This rod is only good for catching Magikarp though, so as soon as you get a better fishing rod, it is safe to throw this one away.
Good Rod: Go to Olivine City in Johto and enter the Sailor's House above the PokeCenter. He will give you a Good Rod to fish with. This catches a wider variety of better PoKéMoN and slightly higher level Magikarp.
Super Rod: Find the fisherman's house on Route 12 in Kanto. Speak to him inside and he will give you a Super Rod. This is the best fishing rod you can get and will catch you more PoKéMoN, some at much higher levels.

Just use fire type pokemon for her magnamites and fire or water type will do good on her steelix.
