Where are all the legendary Pokemon in Pokemon y?

Groudon(SS) at Embedded Tower

Kyogre(HS) at Embedded Tower

Rayquaza(Once you have Groudon and Kyogre in your party) at Embedded Tower

Dialga, Palkia, or Giratina by Arceus event

Zapdos

To get Zapdos, you have to have defeated the Elite Four and obtained all 16 badges from both the Johto and Kanto regions. Zapdos is located outside of the Power Plant, just floating.

Articuno

Articuno is found at the bottom of the Seafoam Islands. You have to have defeated the Elite Four and gathered all 16 badges to get Articuno.

Moltres

Moltres is very tricky, and to get to Moltres, you must have defeated the Elite Four, gathered 16 badges, and have the HM Waterfall and the HM Rock Climb with you. Enter Mt. Silver, and then surf to the left and up the waterfall. Stick to the left and in a pit is Moltres. Use Rock climb to climb down the pit.

Victini- Special event that passed; you can only get it by trading now.

Reshiram- Right before you battle N, your Light Orb (I think that's what it's called) responds to his Zekrom and Reshiram appears! You battle it (not before saving, of course) and can use it to defeat him and Ghetsis!

Tornadus- The "Roaming Pokemon" of Pokemon Black. You first find him on Route 7, but then you can find him anywhere in Unova after that. You know he's on the same route as you when the weather is HORRIBLE.

Kyerum- Hidden inside the Giant Chasm near Lacunosa Town. You have to solve the puzzle of the Giant Chasm, but he's right inside the cave once the entire place turns into a snowstorm.

Cobalion- You can get one of the new legendary trio Pokemon when you get HM Surf. Make your way to Chargestone Cave and run through all the grass to the old man standing in front of the river. Surf on that until you find Mistralton Cave. It is a challenge, but Cobalion is hidden in there. He's quite a pain to catch, but worth the while. (SURF and FLASH are REQUIRED)

Virizion- One of Cobalion's allies. If you go to Pinwheel Forest and run up to where the double bridge is, along the fence at the top of it, there should be an entrance. Run through that and the grass until you see the dark shadow/exit thing. Once you enter that, Virizion will be in there, ready to battle you. No HMS are needed for this.

Terrakion- At the very end of Victory Road, there is a large boulder you need STRENGTH from. You can't push it from where you're standing, so you'll need to do it from behind. From the back of Victory Road (the Elite Four side), make your way to the back of the boulder, so you can push it. Run over it and to the left, and there should be a cave. Terrakion is in there for you.

Landorus- Go from Black City and make your way to the northeast exit. There are some tough trainers on this route so try to avoid them. Once you make it to the bridge with the waterfall, SURF up the WATERFALL and battle the hiker. Then go down the waterfall and to the west, and the entrance to Abundant Shrine will be there. You must have both Tornadus and Thundurus to summon Landorus! Good luck...he's hard to catch!

Some people say that the lvl. 70 Volcarona is a legendary, but it is not. Sorry!

To get Reshiram or Thundurus, you'll have to trade.

located at the sea foam islands, rather than going up the ladders to the 15th gym Blaine you take the staircase downwards which will lead to a small maze which after negotiating will lead to atricuno

Zapdos

located just outside the power plant this can only be done after beating the elite 4

moltres

located within mount silver (another maze like place)

Yveltal - In Team Flare HQ, located in Geosenge Town.

Zygarde- In the heart of Terminus Cave.

Mewtwo - In Pokemon Village. (After you defeat the Elite 4)

Articuno (If chose Chespin) - Roams around Kalos. Once you find it more than a dozen times, it will fly to Sea Spirit's Den.

Zapdos (if chose Fennekin) - Roams around Kalos. Once you find it more than a dozen times, it will fly to Sea Spirit's Den.

Moltres (if chose Froakie) - Roams around Kalos. Once you find it more than a dozen times, it will fly to Sea Spirit's Den.

All the other Legendaries you'd need to attend an Event for or trade for them with someone else.
