All UK numbers starting "70" (or "070" when dialling within the UK) are Personal Numbers.

These are special numbers which people or companies can use to manage their calls across several phones. For example, the owner of a Personal Number might set it to ring their home phone in the evening, and their mobile phone in the daytime.

They are also sometimes used by people who do not want to reveal their real home or mobile phone number.

UK numbers beginning with a "07" (or just "7" when dialling from overseas where the initial zero is ignored) are used for mobile phones, pagers and 'personal numbers' which are not linked to a specific location.

In particular, numbers beginning "070" are personal numbers which are allocated to individuals or businesses who can then redirect incoming calls to any phone they choose, as and when they please.

For example, somebody might give out an 070 personal number as their contact number and then set it up to forward calls to their work phone in the daytime, their home phone at night and their mobile at other times, rather than giving out separate home/work/mobile contact numbers.

Note though that 070 numbers are easy to obtain for free, so are sometimes used by scammers trying to conceal their real phone number. Be careful, and maybe try searching the web for the full number before you ring it, just to check it out!
