You beat the Elite 4 and Scott will call you to go on one of the ships in slateport or lilly cove. Then once aboard he'll tell you about the Battle fronteir. Rest in the bed 2 times in Room 2 and once you get off select battle frontier in where you want to go. Enter through the door on the upper right. A lady will update your trainer card and it has a map of the facilities. The battle factory is on the farthest left.
