Looking at the engine, it's on the left side (passenger side) below the air conditioner clutch on a 7.3L.
The alternator will move in and out to tighten the belt and the PS pump will do the same
As viewing the motor from the front of the car, the belt tensioner is located on the left side of the engine. On what is essentially the front of the motor, the belt tensioner is located just below the idler pulley.
Everything runs clockwise. Belt is located under the tensioner.
The belt tensioner is located at the bottom of the power steering pump looking at it from the front the tensioner is on the bottom left. you could always loosen the alternator up a little. My 1997 with a 4.0 does not have a tensioner pulley, and I believe the 99s are the same. the alternator is the tensioner. Remove one of the bolts and it will swivel in and you can get the belt off
The power steering is driven by the serpentine belt which must be changed by releasing the tensioner, located below the alternator. The only other belt is for the A/C compressor.
Begin by loosening the tensioner pulley. Slide the tensioner pulley to the right. The power steering belt will become loose and can be removed. Put the new power steering belt on and tighten it by sliding the tensioner pulley to the left.
The tensioner is between the alternator and the power steering pump. On the diagram, you'll see three pulleys at the top, with the belt going over the ones on the ends, and under the one in the middle. The one in the middle is indicating the tensioner.

The belt tensioner for the AC/Alternator belt is beneath the alternator. Facing the engine from bumper you can see the ac/alternator belt tensioner on the left side and beneath the alternator. Losen that bolt with size 12 socket. Next, loosen the tensioner bolt until the belt loosens. Now, with the Power Steering Belt you can loosen it by locating the belt tensioner usually found inside of the power steering belt on the power steering pump. Loosen both bolts and if needed pry UP the power steering belt tensioner and the belt should loosen. Repeat until belt comes off. Installation is the reversal of removal. NOTE: You may have to pry down the power steering pump tensioner to tighten the belt.
Powe stering belt (aka serpentine belt) is tightened with a belt tensioner. A new tensioner is needed if the belt is loose or a new belt
The belt tensioner for a 94 Cavalier is mounted on the front of the engine. The tensioner is spring loaded on an arm to keep the belt tight.
It is located right under the alternator.
