Right after coming out of Mount Moon (the first cave you encounter, not including the forest) you will arrive in Cerulean City. To reach the cave, you need a Pokemon that knows surf, you need to have beaten the elite four, and have at least 70 different kinds of Pokemon. Go up the Nugget Bridge and turn left. Go down the grass patch and use surf in the water until you reach the cave entrance. If there is someone in the way, you have not yet met the requirements.
