Under the hood, driver's side near the windshield is a box. Remove the lid and there are your fuses. I have a 1994 New Yorker and according to my manual, the cigar lighter fuse is in cavity 8. It requires a 20 Amp yellow fuse.
The Cigarette lighter is run off of a 20A fuse located in the engine compartment just behind the battery. The fuse map will say P-Out and is in position #14. Hope that helps.
The fuse for the cigarette lighter in this car is located in the fuse box. It is labeled as Accessory or as Cig.
