Yes, you can. If you have a state bank of India ATM card and a PIN number then you can use that to withdraw cash from your state bank account. However if you don't have a state bank ATM card, you will be unable to take money from the ATM.

The Land Bank ATM card number is the number located on the front of the card. Land Bank is a bank of the Philippines. The card allows bank members to use iAccess retail Internet banking.
Not all Maestro cards have an issue number. Normally if no issue number is available, leave this section of the form blank and instead fill in the portion of the form that asks for a "card start date" or similar. I have a Maestro debit card issued by the Credit Suisse bank, and when I was in the USA a year ago, the card worked in some stores but not in others. And unfortunately, I have no way of knowing WHY some stores accept it and others do not. But as for using it at an ATM machine there in the US, you can only use it if the Maestro symbol is on the ATM machine, and this usually is the case only if the ATM machine is at a large national bank that has multiple locations (and not at a small bank with only one location).
