When did New York City become important to New York?

New York City (formerly New Amsterdam) was always important to the state and to the country because of New York Harbor and the Port of New York, also known as the Gateway of America. As early as 1524, Giovanni da Verrazanno anchored there and replenished their fresh water supply on what is now Staten Island. The first recorded exploration of this area by the Dutch is around 1609 and Henry Hudson's voyages up what is now the Hudson River discovered a wealth of beaver. For centuries, beaver pelts had been prized all over Europe and the news of this find quickly brought European traders to the area. In 1624, 30 families were sent by the Dutch government and formed the settlement in what is now Manhattan. The settlement was an enterprise of the Dutch West India Company which was commissioned by the government. The Dutch were also excellent cartographers, so the New York Harbor was one first parts of the new world to be documented accurately. From that time to this, New York Harbor and the Port of New York have grown in importance, making New York City a major world trading center and financial center of the world. The answer to your question is that, New York City was important to New York State since that first settlement in 1624.
