The Elite armor for Prophecies is in 2 outposts: Marhan's Grotto, and The Granite Citadel. Both of them are in the Southern Shiverpeaks, and you have to go there yourself or get a run there; no mission ending or quest will take you to either one.

Well, it depends on what Guild Wars you are talking about. In the original version, some rare armor is available if you go to places outside the main storyline. It doesn't protect better than the armor you can get in the regular storyline city, but it does look different, and it costs a lot more. Armor that is considered the rarest and gets the most prestige is Obsidian Armor and Vabbian Armor. Both cost more than other types of Elite Armor because of the crafting materials required for each. Globs of Ectoplasm and Obsidian Shards for Obsidan Armor and Various Gems for Vabbian.
