Sorry, but I don't think theres 'foggy island' in pokemon heart gold. I beat the game, and I have not heard of 'foggy island'. But, I did not get rayquaza, and as soon as I get a groudon, I will go to get it A.S.A.P. Then, maybe, it will unlock 'foggy island'. But as far as I know, there is no such thing. Sorry dude. :(
