Look at the 4th digit of your vin. Is this a S/T (compact) or C/K (real/full-size) Blazer? Look at the 8th digit and tell us the engine.
For many of these vehicles, the filter is just inboard of the driver's side framerail. For a few if it near the water pump and very difficult to replace (or even to see) without a lift.
If it isn't by the framerail, I strongly recommend letting a mechanic do it. Even in that case you might end up paying a few hundred $$ for fabrication of replacement (discontinued) steel fuel lines.

the fuel filter is above the gas tank. I have an 89 supra, had to replace fuel pump and filter. not very hard to do.
If it is an 89 st model with the 3sfe or 2.0l the fuel filter is located on the driver side just below the master cylinder.
It is located under cab on drivers side on inside of rail.

the filter is located in the fuel line under the car looks like a canister a special tool is needed to remove the fuel lines from the filter there is another smaller filter located on the cArberator or on the end of the fuel injection rale on my 89 it is on the passenger side of the firewall. it has a 5/8 bolt and a 9/16 bolt holing it on to the line.
The starter solenoid is attached to the starter.
