Inside the fuel tank. The fuel tank must be removed to gain access to the pump.
Yes, the 91 featured Electronic Fuel Injection and has a fuel pump.
On a 1991 S10, a fuel pump that runs continuously could be caused by a faulty fuel pump relay, a malfunctioning ignition switch, or a short circuit in the wiring. Additionally, if the fuel pressure regulator is stuck open or there is a problem with the fuel injection system, it may also cause the pump to operate continuously. Checking these components and connections can help diagnose the issue.
Need to know what size engine you have in that 91 S10. If it is a 4.3L, the fuel pump relay would be found under the hood, on the firewall, drivers side, between the master cylinder and the fender. If there is two relays there, it would be the one closer to the fender.
drop the gas tank then spin the lock ring off, take out and put new one in.
check fuel pump, low fuel will cause the pump to burn out. just replaced pump in 91 s10 pu because of same thing, the pump is in the tank not real hard to change but you have to drop the tank.
