Fuse placement diagrams are on all fuse panels on the Thunderbird. Remove the fuse panel cover and look at the bottom side of it.

Have you checked the fuse panel under the dashboard for the instrumentation fuse being good or bad?
The fuse box is located behind the Right hand kick panel.
there is a fuse dedicated to the running lights on the 96 Thunderbird. Check your fuse panel under the dashboard for the proper fuse and check to see if it is blown.

Fusebox is on the passenger side behind the floor kick panel
On the front passenger seat, down where your right foot would be when sitting, you'll see an access panel on the plastic kick panel. Pull the panel off and the fuse box will be right there.
In a 1996 Ford Thunderbird : In the fuse panel under the instrument panel , to the left of the steering column ( on the fuse panel it is marked SEAT / LOCK , it is a 20 amp fuse for the power locks , power seats , and decklid release solenoid )
