In the recent Christopher Nolan films Gotham is actually more or less based on Chicago as he stated that was the basis for his interpretation of the city, but this is not considered canon but it can be considered the "Actual" location of Gotham. Alternatively in a episode of Young Justice Gotham was shown as being in Southwest Connecticut but this is also not canon, just more proof that no one truly knows where this city is located.
