It is located on the rear left side under the trunk hatch.
The 1991 Volvo brake light relay switch is located beneath the drivers side dashboard. The brake light relay switch will be above the brake pedal.

On my 1991 fuel injected Festiva the fuel pump inertia switch is located inside the panel at the rear driver's side. Lift the rear hatch and look to the left where the seat belt attaches and the speaker is located. There is supposed to be a small panel (2 or 3 inches square). My panel is missing and there is just an opening. You can see the top of the inertia switch with a red button. If you need to replace it or get to the entire switch you must remove that entire panel. It only takes about 10 minutes to remove that panel.

on the turn signal switch
Under normal conditions, brake lights do not go out all at once. It is more likely a stop light fuse or a brake light switch. Stop light fuse is located in the fuse compartment located in the center of the console, above the radio. The brake light switch is located at the base of the brake pedal.
The fuel pump relay is under the drivers side of the dash , right by the steering column.

When you say blinker I assume you mean the trafficator/Hazard light?? If so then it is actually the Hazard switch which is located on the panel by the gear lever.
On the thermostat housing drivers side below the head it has a light green wire going to it.
