Making a decision of using Girl Scout money is a troop decision. The girls in the troop should make suggestions for places they would like to go, then check into how much it will cost and if the troop can afford to go, and then vote.
As to the "where", there are many things to consider when making that decision. The level of the troop will limit how far you can travel. A local event would be cheaper than traveling a long distance. You need to find out if there are enough adults,a First Aider, and transportation. Find out what the girls in the troop are interested in.

One idea I had was trail mix, they each can bring in an item to add to the mix.
There would be no way to keep records on this as each Girl Scout may participate in many different projects throughout the year. For a general idea, if each Girl Scout in Girl Scouts of the USA helped one person each year, that would be about 3,000,000 people each helped by a Girl Scout. And that doesn't include Girl Scouts and Girl Guides in other countries.
