It sounds Russian to me but the only thing I could find on it was that it is a name used in the Harry Potter movies.
"Kechula" sounds like the Americanization of the Spanish phrase "que chula" which means "how cute."
Because it is the structure in which the vocal chords are to be found and therefore where the sounds for your voice originate.
