In state student's parents have been paying taxes for a minimum of one year if not the entire child's life. It would not be fair for one state to pay the taxes and have all state students benefit from it. Differant states have differant benefits for their teenagers.

If that was the case, the state with the #1 colleges would have students flocking to it and that state would have to pick up the tab for the extra population. The students would not have to pay taxes, they are students, not working. The parents live elsewhere. If 20,000 kids decided to go to California to go to school because they had the best schools, California would not be happy.
