Kyogre can be found after you defeat the Pokemon league. Kyogre has several locations however, you must go to the weather institute located on route 199. Next, talk to the meteorologist and he will tell you an area with weird weather patterns. Downpours indicate Kyogre's location.
Not without cheating. Ruby can get Groudon and Rayquaza, Saphire can get kygore and rayquaza, but only Emerald can get them all.
You have to trade Kyogre from Pokemon Sapphire, and you must trade Rayquaza from Pokemon Emerald.
Get the legendary Pokemon kygore (think it's spelled incorrect) with the field power drizzle.

Sadly, kygore is only available in sapphire and emerald. To get kygore in ruby, u need to either trade or hack (im no good in hacking so i dont know how)
the only legendary Pokemon in ruby sapphire and emerald is regirock regice regsteel,rayquaza,groundon[ruby],kygore[sapphire]emerald can get rayquaza groundon and kygore and latios for ruby latias for sapphire and i don't no about emerald in emerald u can also get ho-oh and lugia
they are fighting bcoz groudon is ground/fire Pokemon and comes from the word groud while kyogre is na water Pokemon
you cant catch kygore in pokemon platinum unless you migrate from pokemon sapphire or emereld
