I'm pretty sure she isn't in Wizard 101. She's a DragonFable character, and as far as I know, Wizards 101 and DragonFable are not related in the slightest.
In the game Celestia is the name of the world that is mentioned by Shellus Gruffheart and Mr. Rowley. As far as I understand these characters mention the world by name and Shellus mentions needing to present a ring to a woman that lives in Celestia.
Many anticipate Celestia being the new world available to Wizard101 players hopefully in the timeframe of Summer 2010. If true, that would be welcome news indeed.
