After defeating the elite 4, it will automatically save. turn the game off and on to appear in your house. go downstairs and your mom will be watching TV. there will be a moment of static, and your mom will ask you what color the announcer said the Pokemon was. say blue to unleash latios(male), and red to unleash latias(female). after that, they will become INCREDIBLY rare in the normal wild. they will just pop up at some point, and immediately run away. contrary to common belief, it will not be gone forever if you screw up catching it the first time. they are both dragon/psychic and are the only known Pokemon capable of learning the powerful psychic move luster purge.
(you only get a choice of which one you want in emerald. in ruby/sapphire, they are version exclusives.)
