It is at the southern most tip of Cyrodil (the map in oblivion) next to Black Marsh.

Rockmilk Cave. North of Leyawiin? Google a oblivion map and find the exact location its not far of that beaten track. Loads of bandits and marauders i think that fight each other, then u can loot their daedric or glass that they wear, they also carry a bit of gold :).
Th best sword would be a silver sword. You can find one by going to the Leyawiin fighters guild shop. Its on a stand on the second floor or third (either). You can steal it or join them and get it for free. (Proof): Been playing for 5 years

Go to Leyawiin travel north, you will first pass by Ayleid ruin, Veyond, then a settlement called Blankenmarsh keep heading north for alittle while longer, while you are walking north keep an eye on your mini compass and te symbol for a shrine will apear after awhile. That is it.

ok i also had problems with this, but heres the answer if you have started the quest, you go back to leyawiin and talk to a guard. Ask for the person who has it. ( I asked the guard at the east gate) he will tell you were they live. Now you go in and talk to both of them and ask them were it is, and they will refuse that they know anything about it. leave the house, then go back in. If you can turn invisible do it. Or just stay hidden. They will be talking, and they will say the location of it. then it will add a marker to your map to a cave. It is just south-east of leyawiin. Go inside, and you will find the eye of nocturnal. Its a glowing ball when you finish the quest, you will get the skeleton key. DO NOT SELL IT even though its worth 5000. It is the most usefull thing ever, its an unbreakable lockpick.
