It is right on the front of the engine. Its a vertically mounted shock absorber, held in place on a cam by a 13mm bolt. One of the easiest to get and and undo.
As viewing the motor from the front of the car, the belt tensioner is located on the left side of the engine. On what is essentially the front of the motor, the belt tensioner is located just below the idler pulley.

The belt tensioner for a 94 Cavalier is mounted on the front of the engine. The tensioner is spring loaded on an arm to keep the belt tight.
It is located right under the alternator.
Honda Man'sThere is no manual way to tighten the belt. The serpentine belt tensioner is spring loaded and requires no adjustment. If the belt is too loose replacing the belt tensioner will be required. it should tighten automaticly,you may need to replace the tensioner
There is no Timing Belt. It has a Timing Chain ,, inside the Engine.

The belt tensioner is located at the bottom of the power steering pump looking at it from the front the tensioner is on the bottom left. you could always loosen the alternator up a little. My 1997 with a 4.0 does not have a tensioner pulley, and I believe the 99s are the same. the alternator is the tensioner. Remove one of the bolts and it will swivel in and you can get the belt off
there are two tensioners, the serpentine tensioner and the timing belt tensioner. the timing belt tensioner is behind the timing belt cover ;)

usually the tensioner is the "pulley that is smooth and has no sides on it. It looks like a metal wheel. you should be able to put a wrench on it and pull it away from the belt.
there is no repair for a belt tensioner. just buy a new tensioner. remove old belt, remove old tensioner, it is held on with one bolt. install new tensioner. install new belt
