Meowth is a Blue version exclusive Pokémon, so you can't find it in the wild. In the Blue version, there are many Meowth at Routes 5, 6, 7 and 8.
Regardless of the version, Meowth evolves into Persian at level 28.
there are a lot to mention but I'll give some. in Pokemon Yellow you can have Pikachu, Charmander, Bulbasaur and Squirtle all at the same time where in Red and Blue you can only have one. Meowth is not wild in the Yellow version but can be caught in the Blue version.

Whenever Meowth's health is on red, then use the Pokeball to catch it. It can be found on Route 5, Route 8, and Saffron City.
Pokemon Yellow does not have meowth and it can only be obtained by trade.
