The filter is under the front of the engine. It is easier to see if on a rack.
The fluid could be leaking from the pump, hoses, or steering rack. Wash the steering system, then you can see where the leak is coming from.
Bad seal in the rack. Put a new rack in it.

Where on the rack is it leaking? if it is a union (where the hydraulic pipes and the rack meet) then you may just need to tighten up the union, however if it is leaking from the steering rack gaitor then it isn't as quick as doing up a bolt. The only way to solve a leaking power steering rack, if it is leaking from anywhere other than a union, on the sharan (7M0) is to replace the rack, it is a fairly simple job that any practiced home mechanic with the correct tools can do.
