Rayquaza is located in the tower to the east of Pacifilog Town. use surf on the EAST side of the coast, and keep to the north edge, eventually you will find a small opening in the rocks, allowing you to surf north even further, until you reach a tower that leads you to Rayquaza. make sure you bring a Mach Bike to drive across the trap-rigged floors of the tower.
