It's not on the profile of someone. (unless you mean elsewhere of answers.com) But if you check their recent activity you can see what they did recently. Then recommend them from a question. make sure they where the last person to edit or you will recommend someone else. But since that is usually for what they answered and not their overall contribution you can always go to their profile and send them a message. Remember EVERYONE can see what you send them.
There still is a button with the Recommend Contributer if there a guest or not it should still work.
They should show on our profiles all the contributers that we recommend (and choose whether it should show or not), allow videos to be played on our profiles, be able to have a friends list (at least 200 contributers minimum), a least recommended button on each profile, Dingobot and Litterbot should be real contributers, a button on profiles that say "Report contributer" (so the site can catch cyberbullying and vandalisim faster), and a new badge that says "Top 10 most trusted contributer".

You can recommend a user by going to their profile, and clicking on the Recommend link in the right sidebar.
Just sign in and answer questions.
