after you meet him on the road to to victory road, you will battle him again there with powerful pokemons, then if you defeat him enter the victory road (before you enter the victory road you must have all badges) then you have to cross through a cave then all you have to do is to follow the road across the gates then you have to beat the elite four and after you beat them, you will again battle your rival as a Elite Four Champion, then if you beat him the game will soon ends
