Route 27 i believe is past Tohjo Falls, which is possible to at least walk into when you get surf, and possible to walk through with waterfall. Tohjo Falls is acessible by Surfing from New Bark Town. If it is your first time being there, a man will alert you, saying you took your first step in kanto and to look on your map. So anyways, you must have Waterfall and Route 27 is at the other side (I don't know if you need any other moves, for right now, I'm at the Mahogany Gym.)!
