If I were you I would fasten some hooks on underneath your seat then screw on the hooks to the seat and screw on the basket to the hooks. If this doesn't work I have no idea -get some strong hooks aswell :)

B-tension or the B-screw is a screw that adjusts the position of the rear derailleur(RD) when viewed from the side of the bike. Turning the screw in(increasing B-tension) will angle the RD further to the back of the bike and turning the screw out will angle it to the front of the bike. How the RD aligns with the rear hub and its sprockets can influence shifting. Not all RDs have a B-screw though.
